The course is named for Phillips Petroleum Company, which built it in 1941 and owned and operated the course for fifty years. The City of Border took ownership of the course in 1991 and has operated it as a fully public facility since. Water is in play only on holes 10, 14, and 15; the club advertises as having no sand bunkers.

The standard walking rates are $15 weekdays and $18 weekends (cvarts are $14/person).
